So I’m a little drunk and not in a good mood, so excuse any lack of coherency that is present in this ramble, but I wanted to talk about Proposition 29.
For those of you who don’t know, Prop 29 or the “California Cancer Research Act” is an upcoming item on the ballot which will raise tobacco tax by $1, ultimately resulting in a total yearly revenue of $735 million dollars which is supposed to go to cancer research. Sounds nice right? Except I’d like for the following things to be considered:
1. This bill will not help fix California’s economy in the slightest.
California, as luxurious as it may sound to dwellers of other states, is in the crapper. We are billions of dollars in debt and can’t even afford to financially stabilize primary education (don’t even get me started on college). This crafty little bill, written by only the sliest of bureaucrats found a loop hole in the voter-approved Proposition 98, which states that a certain percentage of all California taxes must go to educational funding for the state.
To make matters even worse, the money from this proposition doesn’t have to be spent inside of the state, or the country even, so Californians are ultimately being expected to spend money that they don’t have on something that won’t support local economy.
So even though this proposition is going to town with self-praise about how helpful it’ll be to California, it’s digging a deeper deficit.
2. This prop targets the poor.
I mean, not directly, but when you look at the correlation between smoking and low-income households, it becomes obvious who is hurt by this bill. For this portion of the rant, please refer to this graph. I feel like this is mostly self-explanatory, so I won’t go into much detail, but basically, the higher your income, the less likely you are to smoke. So here we are again, dealing with the beauty of the middle/lower class getting hit the hardest. I can tell you this firsthand, as a smoke working on minimum-wage. Yes, I know smoking is bad for you but I can’t afford a therapist so it’s the next best thing.
3. There are way too many grey areas.
Basically, the pork in this bill is a little ridiculous. $125 million that can be spent on things like real-estate? None of the funding actually goes to treating existing cancer patients? Proposition cannot be repealed or revised for 15 years? I already mentioned the education tax loop hole too. I mean really? Come on guys. I just can’t with this shit.
The thing that kills me is that most people will watch those serious commercials with Lance Armstrong and an anonymous cancer survivor and say “Hell yeah, fuck smokers. They can pay the damages.” A lot of people won’t do the research.
I don’t know. I guess I’ll bring this to an end.
